It will be officially implemented on January 1, 2020. This is Hubei's legislative environment to protect the water environment of the Qingjiang River basin after legislation to protect the Han River water environment.

According to Zheng Wenjin, Qingjiang is the second largest tributary of the Yangtze River in Hubei Province. It flows through 10 counties (cities) of Enshi Autonomous Prefecture and Yichang City, with a total length of 423 kilometers and a drainage area of 17,000 square kilometers. It is Hubei Province and even the Yangtze River. Article 24 of the Regulations proposes that the people's government at or above the county level in the Qingjiang River Basin shall formulate and organize the implementation of the fertilizer and pesticide reduction plan in its administrative region, and carry out soil testing and formula fertilization and crop pest control and green prevention and control; In addition to promoting the development of green organic agriculture, it is also prohibited to sell and use highly toxic, highly toxic, high-residue pesticides and their mixtures in the Qingjiang River Basin. This is the first time that Hubei Province has made a comprehensive ban on the sale and use of highly toxic, highly toxic and highly residual pesticides within the basin.
Strictly prevent livestock and poultry breeding pollution

In response to these problems, the "Regulations" and the relevant superior laws are linked, stipulating that the people's governments at or above the county level in the Qingjiang River Basin shall scientifically delineate the banned and restricted areas for livestock and poultry breeding in their administrative areas. No large-scale breeding of livestock and poultry is allowed in the banned area. The livestock and poultry scale farms (communities) in the restricted area shall strictly control the total amount of pollutants discharged from livestock and poultry breeding, and the waste generated from the breeding shall be fully utilized or processed to meet the discharge standards set by the state before being discharged. In response to pollution prevention and control of livestock and poultry farming below the scale, the Regulations authorize the Hubei Provincial People's Government to formulate measures for the prevention and control of aquaculture pollution below the scale of livestock and poultry, and determine the standards and requirements for the prevention and control of aquaculture pollution below the scale of livestock and poultry according to the number of livestock and poultry breeding, and implement classified management.

After the “ban on phosphorus” in Jiangsu Taihu Lake Basin, the total phosphorus input into the Taihu Lake waters is 1353.8 tons per year, accounting for 14.07% of the total phosphorus pollution load in the Taihu Basin. , accounting for 24.27% of the total phosphorus in domestic sewage. Drawing on these advanced experience, the Regulations stipulate that the Qingjiang River Basin prohibits the production, sale and use of detergents such as detergents, detergents and detergents containing phosphorus. In violation of this regulation, the production and sale of phosphorus-containing detergents, as well as service industry operators and industrial enterprises using phosphorus-containing detergents, the "Regulations" have made corresponding penalties.
